Stormwater Management Services: County Compilation Workbooks

Under section 403.9302, Florida Statutes, local governments providing stormwater management services must submit a 20-year needs analysis to the county the government is located within by June 30, 2022. Each county is responsible for compiling the stormwater needs analyses submitted to it by July 31, 2022 and must submit the compiled analyses to the Office of Economic and Demographic Research (EDR) and the Secretary of the Department of Environmental Protection.

EDR designed the stormwater needs analysis template to be as easy to compile as possible. Each countywide compilation workbook, linked below, contains two worksheets: one named "Instructions" and one named "[County Name] Countywide Statuses," which contains a list of all local governments within the county. On the "Countywide Statuses" worksheet, each local government listed should be assigned a status. It is possible, even probable, that many of the governments will not submit a needs analysis because they do not manage stormwater. Directions on assigning a status, an explanation of the statuses, and instructions on how to copy and paste the needs analyses onto new worksheets you add to the workbook are all on the "Instructions" worksheet.

There has been some confusion regarding special district submissions. Unfortunately, EDR misworded the directions on the templates when trying to separate dependent districts from independent special districts (ISDs). The template instructions said that ISDs should submit their needs analyses separately, by which EDR meant their budgets and infrastructure should not be folded into the needs analysis of a county or municipality. Under the statute, though, counties should still compile the needs analyses of ISDs in the same way they do for any municipalities within their borders. If you are not able to compile the needs analyses of the districts, please forward their needs analysis to EDR along with the compilation workbook.
