Description of 2002 District Information

County

County data was extracted from the District by County statistics for each plan generated by the FREDS 2000 software. It is in MS Excel format and lists the population from each county in each district, the total population of each county in the district, and the percentage of the county's population in the district. This data is based on Census 2000 population counts.

Precincts

Precinct data was generated using a spatial query based on EDR's 2000 Precinct shapefile and the shapefiles of the adopted House, Senate, and Congressional plans generated by the FREDS 2000 software. The resulting dataset included many slivers, some of which were spatial errors and some of which were artifacts of the differences between Census boundaries and precinct boundaries. To filter out invalid shapes from the dataset, any shape that represented less than 0.01% of the entire precinct area was removed from the data. While some invalid slivers may yet remain in the data and some small valid shapes may have been wrongly removed, the data is overall cleaner as a result. The fields in this data set identify the county, precinct 2000 number, acreage of the precinct in the district, and percentage of precinct area in the district. Note that these are 2000 precincts and most counties have reprecincted for the 2002 election cycle.

Cities

City data was generated in a process similar to the precinct process using the 2000 Census municipal boundaries and the shapefiles of the adopted House, Senate, and Congressional plans generated by the FREDS 2000 software. The resulting data was filtered with a minimum percent area threshold of 1% and minimum population size of 10,000. The population listed for each city is the total city population. We did not attempt to estimate the percentage of population from each city that lives in each district.

ZIP Codes

ZIP Code data was generated using GDT's Dynamap ZIP+4 data and US Postal Service AIS data to identify all 5 digit ZIP code areas within each district and associate each ZIP code with a city and county.

Old Districts

In an effort to help users visualize how new districts overlay old districts; the Old Districts reports identify the percentage area of districts from the previous redistricting cycle that is included in each new district. This data is based on spatial queries using the shapefiles for the old districts provided with the FREDS 2000 software and the shapefiles of the adopted House, Senate, and Congressional plans generated by the FREDS 2000 software.

District Statistics

To provide additional information about the adopted plans, the comma separated files generated by the FREDS 2000 software that detail aggregated district statistics and district by county statistics have been included with these other data sets. These files are available for download from the House and Senate websites in .zip format for each adopted plan with additional files generated by the FREDS 2000 software.
